Blaenau Gwent County Borough Council created the "Keeping up with the Joneses" campaign to encourage recycling by focusing on households that are under recycling compared to their neighbors. The campaign informed residents of a fixed £100 penalty for households that were not recycling an adequate amount. Residents were offered a supportive service in which Council team members would visit their home and show them how to properly sort and recycle their rubbish.
