The City of Toulouse created a free aid system for students and young workers renting degraded or unsanitary apartments. The city encourages tenants to take an inventory of the poor conditions and submit them in writing to their landlord. If that doesn't work tenants can file a report with the Municipal Hygiene and Health Service (SCHS) and receive a visit from a technician within 15 days. After the inspection, the owner will be compelled by the city to complete the necessary renovations.
