The Flagstaff Hill tour filmed with 360-degree cameras places a virtual visitor into the 19th-century village. Warrnambool residents tour caves and penguin habitats pieced together from high-resolution drone photos of Middle Island. The council expedited the development of the tours at the onset of COVID-19, completing work in three months.
