The council acquired the tool with West Wimmera Shire Council to improve digital access for rural residents. ReadSpeaker turns a website's text into audio when a user highlights text and clicks the resulting icon. Horsham and West Wimmera implemented this software to enhance website accessibility for blind and low-vision residents. The ReadSpeaker feature also improves access to council services for seniors and residents with limited English literacy.

The Horsham Community Map provides an interactive planning tool for every property in the city. Clicking on a lot opens a sidebar with the most recent property report, zoning requirements, and planning restrictions. A section on waste and recycling shows service options for the selected property. Horsham worked with four neighboring councils to capture overhead views of the region accessible with the Aerial Photo feature.
