The City of Miramar's Police Department implemented a Body Worn Camera Program to improve public safety and demonstrate transparency to the community. After two years, the city decided to expand its body-worn camera program becoming the first in the country to include civilian members of the department. The city expanded the program to include Code Officers and Community Service Aides to build trust with the public because they can be easily confused with sworn law enforcement officers.

The Bureau of Justice Assistance, which controls the federal funding of body-worn camera programs, has recognized this innovative use of technology to be worth funding and focusing on in the future. The city expects other law enforcement agencies to see the value in expanding their body-worn camera programs to also include civilian members.
