The MoVal Vendor Preference (MVP) Program provides a channel for small businesses to win contracts with the city. Qualified businesses are based in Moreno Valley, hold current licenses, and employ up to 100 people. MVP participants are given preference when bidding within 5% of the lowest offers on open projects. The PlanetBids platform alerts registered businesses when they can win contracts by matching bids from providers from outside of the city.

The CLiC initiative leverages existing hotspots at city buildings for Wi-Fi gardens. Residents and visitors can connect devices for free at 23 locations including City Hall and Towngate Memorial Park. The project's online portal links users to tech explainers, financial education tools, and virtual learning opportunities. Moreno Valley officials also increased its inventory of Wi-Fi hotspots and mobile devices for residents to borrow from public libraries.
