Riverside County's Human Resources Department overhauled its Internal Services Rates process with collaborative budgeting. The HR executive team developed a new program-based budget structure in order to better support an accurate costing system and provide equitable rates for internal services. The new structure consists of eight distinct programs with each assigned accounting codes. The new system ensures that all recorded payroll costs are reported to the correct cost pools.
