Whitby, ON addresses healthcare gaps with Family Physician Recruitment Incentive Partnership Pilot
The five-year pilot will recruit up to 10 new family physicians for the new West Whitby Health Centre. Recruited physicians receive CAD 50,000 each for serving at least 1,000 local patients through the pilot period. Town officials and facility operator Oshawa Clinic Group share the cost of physician incentives. Whitby hopes that a fully staffed health centre will better serve the 230,000 regional residents without primary care physicians.

Whitby, ON evaluates self-driving transit options during Whitby Autonomous Vehicle Electric pilot
A SmartCone Technologies driverless shuttle will coordinate with smart road infrastructure on a six-kilometer route. This route starts from the Whitby GO Transit station and circles the Port of Whitby seven days a week. A testing period without passengers will be followed by free rides for commuters in late 2021. Whitby, Durham Regional Transit, and other stakeholders are studying how to add service in low-density areas without significant operating expenses.

Whitby, ON encourages purchases from local businesses with parking ticket forgiveness program
Town officials sent letters to residents who received parking tickets from March 1, 2020, to January 31, 2020. The letter offered forgiveness in exchange for purchases from local businesses worth the total fine. Ticket copies and proofs of purchase are sent by e-mail to the parking office for forgiveness. This incentive program along with rapid testing for businesses and expedited outdoor patio permits support local shops during COVID-19.

Whitby, ON offsets tailpipe emissions from town vehicles with Fleet to Trees program
Each fleet vehicle purchase by the town is accompanied by trees planted in local parks. Tree purchases are funded by the supplier with the number of trees dependent on the contract size. This program provides direct offsets to emissions from heavy vehicles without the upfront expenses of low-emission vehicles. Whitby created Fleet to Trees as part of its effort to cut greenhouse gas emissions by 80% in the next three decades.
